Measuring Systems Change: A Brief Guide

This brief provides an introduction to measuring systems change, including how systems and systems change are defined and how they can be operationalized, as well as how to approach their evaluation. The brief also includes selected examples from ACL evaluations that have focused on systems change and that can provide additional guidance to ACL grantees.
