Respite Voucher Programs, also known as stipend, grant, or reimbursement programs, make funds available through self-direction to help family caregivers pay for respite care. Such programs empower family caregivers by giving them control in selecting, hiring, and if they choose, training their own respite providers. In some states, payments can also be made directly to the respite provider or agency chosen by the family caregiver.
The voucher programs on this map are funded through the Lifespan Respite Care program or are state-funded. There may be other programs in the state that pay for respite through self-directed respite vouchers, stipends, reimbursement or grant programs for specific populations, such as the National Family Caregiver Support Program, Medicaid waivers, or the Veteran Directed Care Program. Note: Not all of the voucher programs listed on the map receive funds from the Federal Lifespan Respite Care Program that allow broad eligibility. Of those that currently do not receive federal Lifespan Respite Care Program funds, Connecticut (Alzheimer's only), Nebraska, South Dakota, and New Jersey are state funded or rely on other federal programs for support. In Idaho, the program listed here is through Area Agencies on Aging (AAA) funded with Older Americans Act funds and eligibility is restricted. Other states, such as NY may have similar voucher programs administered by AAAs. Some Lifespan Respite states such as AR and SC, have dedicated voucher funds for dementia caregivers only. With the exception of a small Lifespan Respite emergency respite voucher program, the Maryland Respite Care Program is entirely state funded.
